As an admin user, I need an admin page to select which admin function I want to perform.

A user should be able to select Users
A user will be navigated to the Search for User page after selecting the Users --NOTE: Based on the order of development, the redirect may return a 404
A user should be able to select GSPC
A user will be navigated to the GSPC page after selecting GSPC -- NOTE: Based on the order of development, the redirect may return a 404 until the GSPC page has been developed.

Approved language for cards and buttons: User Maintenance Allows administrators to search for users and view or manage their user permissions. Button: “Search for users”

GSA SmartPay Program Certification Management Allows administrators to notify GSPC attendees to complete requirements and receive a certificate. Button: “Manage GSPC attendees” (
