Bug: Update content in email sent to GSPC Attendees

The following updates are needed to the email that is sent to GSPC Forum Attendees:

• Change the salutation from 'Hello' to 'Greetings!'
• Smart Bulletin 22 should be a hyperlink
• gsa_smartpay@gsa.gov be a hyperlink that redirects the user to select their email service and create an email (this is current functionality with the other emails the system is sending)
• Populate the subject line on the email: Verify your GSA SmartPay Program Certification (GSPC) Coursework and Experience
