Reconsider implementing USWDS Comboboxes for agency / bureau dropdown #54

USWDS Comboboxes are a really great feature for helping users selection an item from a large list of options. It filters the list in the dropdown based on what the user types in. We were going to implement this for the agency (and bureau) dropdowns, but there was an accessibility issue being addressed.

Once the accessibility issue is resolved, we should reconsider implementing the USQDS Combobox for agency / bureau dropdowns (and anywhere else it might make sense).

As of 2/29/24, the accessibility issue still hasn't been resolved.
