The Bureau field needs to be added to all certificates. This should be applied to all five quizzes and GSPC when applicable.

During the Demo on 5/15/2024 - it was discussed whether the Bureau needed to be added to all the certificates. This functionality is deemed no longer desired. It is being closed.
