As a user, I can view and download my GSPC certificate from the Access Past Certificate functionality.

• Add GSPC certificates to the Access Past Certificate table.
• User can view their GSPC Certificate on the Access Past Certificate screen
• User can download the GSPC Certificate from the Access Past Certificate screen
