Update training postgres database instance from version 12 to 15.

Cloud.gov updated Dev database instance on 10/28. Regression test was done and database connectivity was tested. Found no issues during testing.

Requested to have Staging and Test database instance.

Staging and test database was updated on 10/30. Found no issues during regression testing.

Production database was updated on 11/9 between 12:15 and 12:45 (UTC). No issues has been spotted during verification.
