Admin: View User Profile

As an admin user, I need to be able to edit reporting access from the user's profile screen so I can maintain a user's reporting access.

[ ] The system should allow an admin user to edit reporting access from the User Profile screen.
NOTE: Button label: 'Edit reporting access'
[ ] The system will refresh the Granted Reporting Access table each time reporting access is edited (remove/add).
[ ] The system will display a message if a user does not have reporting access. Message: "User does not have reporting access."
