As an administrator, I want a user friendly administrative interface, so I can easily perform administrative functions for the website, even with a limited knowledge of systems and coding language.

Acceptance criteria

• User interface allows administrator to edit content.
• User interface allows administrator to add and remove pages.
• User interface allows administrator to upload documents.
• User interface allows administrator to update page layout and navigation.
• User interface allows administrator to post system messages (e.g., maintenance windows).
