@john-labbate, can you document here why we removed them instead of redirecting them? This is just for documentation purposes.

After confirming with Mark and pages.gov we have decided to forgo the redirect from the old pdfs, as the functionality of our tooling causes a user to receive an empty PDF file instead of the redirect. This is due to the url ending in ".pdf", the server reads this as a file so it acts as if it is opening a pdf though none exist. Different tooling is required to change this functionality and that is out of scope at the present time.
