While working this ticket I ran into questions about 9 of the 19 attachments. Several of the files have been converted form DOCX or XLSX to PDF format in the provided files. Since some of these are "Templates" it would be better for any trying to consume them to have the editable or fillable versions. Additionally, a few of the XLSX documents that contain data cush as the NIST Agency Codes would be useful in EXCEL Format

I mis-labeled one file as correct. The document below includes the additional "SP3_Attachment 19_LTD Critical Function Scripts.xlsx" as needing an Excel version.

Attached is the current working draft of the Master Contract for Reference. This version includes 9 of the 19 attachments as links and also corrects several accessibility issues without changing content in the document.

The only content changes are to include the full file names that were previously truncated in the PDF.
