Currently, all of the travel, purchase, fleet, and all business line publications located here will need to be either:
One of the problems with linking directly to the CMLS site is that the user will have to create an account, which requires extra clicks. SmartPay does not control editing the information on these publications as it is controlled by Jonathon Urban in Marketing Communications Program Manager

My apologies for the delayed response, I have been swamped in all things contracting lately. PDFs published to CMLS are still our bread and butter and I do not see that changing anytime in the near future. What I would recommend is to use our small JPEG images (same as what is on CMLS for the cover to the PDF), and link that to CMLS to register and download a 508c publication. By doing this, the SmartPay team will be in compliance and Bonus, we will capture a segment of people grabbing specific publications - we can at periodic levels reach out to said segments, and nurture relationships with them, provide content, etc. similar to what we did with the 25th email for A/OPCs.
