As a user, I want access to a calculator, to estimate my savings by using GSA SmartPay solutions.

Acceptance criteria

User can access brief description of Excel tool on https://smartpay.gsa.gov/about-gsa-smartpay/program-statistics/savings-calculator.
Calculator is a downloadable excel file.

@johnbeallgsa I guess I still get notified on some of these issues I previously commented on :) I saw you added the .xlsx file for the calculator. If you are thinking about adding this to the site, please consider whether it's possible to build the calculator into the site (default to HTML per M-23-22) versus having them download an Excel file.
