Changes:

• Updating requirements to get latest applicable packages
• Datalayer created in function. No need for it to be a global value
• Adding pytest fixtures to use throughout testing.

Can't do anything about the critical issue with Pillow for python 3.6

Since pillow@8.4.0 was the last package that supported python 3.6.

Should make a priority to update the scraper to a higher level. I had it running on 3.10 at one point, but the issue is getting the ML pickle files to be on the same process. Or we try to get the ML to a package that can be installed. We can talk about this in a future meeting
