Changing department names #1668

@ryanwoldatwork For these two departments, the name should be:

[ ] Department of the Treasury - should be U.S. Department of the Treasury
[ ] Department of Health and Human Services - should be U.S. Department of Health and Human Services

The organization names are selected in the Service provider records for these HISPs and show up on p.gov/cx:
