Align web content with current work #17

Updated website to reflect the way we're currently talking about the project:

Restructured IA and reorganized content:

Clarified project goal in homepage banner content
Added an intro page as the homepage
Renamed "Initiatives" to "Resources" and added link to Framework at the top of the page
Added "Tools" page and included info on Django data ingest
Added link to blog post to About page and revised some of the language around Phase 3
Consolidated Participate and Contact and added reference to GitHub project and 10x funding.

Updated some styling:

Made text 3/4 width to increase legibility
Increased padding in banner and around main content (top and bottom)
Increased line spacing on headers to improve legibility
