Increase awareness and adoption of GSA and federal guidelines and policies for federal public websites.

[ ] create a checklist (as a GitHub Issue Template) for new GSA Website Managers
[ ] direct all GSA Website Managers to it, for reference
[ ] direct all new GSA Website Managers to it, as a requirement

The textcopy describing what being a Website Manager entails is coming together.

This raises some questions for me:

when will a Web Manager encounter this document?
will they receive it?
will they discover it?

What "event" would trigger this? Perhaps when a Website Manager is changed in Touchpoints. That person can receive an automated email with the guidance, or a link to the guidance.
