Use external link indicator only for non-gsa.gov sites (Release 8/7) #270

[ ] Remove the external link icon for any existing links that go to a gsa.gov URL (footer & body copy)

One note: in the footer of the site I left the external icon off of the GSA Inspector General link (https://www.gsaig.gov) because it seems like a GSA site even though this isn't technically gsa.gov (gsa.gov does the same thing). It's easy to change if we need to.

I think it's appropriate to NOT include the external link for the GSA Inspector General. Although the URL is not strictly gsa.gov, it is an internal GSA entity.
