SendReport function in PythonEvents #2

Originally coded and tested in Feb 2014 ... https://github.com/bvcms/bvcms/pull/27 was inadvertently closed at some point and couldn't be reopened.

Needs to be retested with latest codebase and resubmitted as a new Pull request.

EmailReport is designed to be very similar to EmailContent, except that the body of the email is generated by a python script instead of being pulled from an static file
