Upgrade go,promu and other dependencies #18

Upgrades

to golang 1.17.5
to prometheus/client_golang 1.10.0
to prometheus/common 0.32.1
indirect dependencies

Migrations

prometheus/client_golang/log (deprecated) -> prometheus/client_golang/promlog (and go-kit/log)
prometheus InstrumentHandler (deprecated) -> InstrumentMetricHandler

Fixes

After these upgrades a test in lctl failed, it is fixed, but needs checking

Additional Changes

Adds a Dockerfile for building this package
Uses go.mod / go.sum (inherent since go 1.15) instead of dep for dependency resolution
