Col plan throws error if loaded json references params not found in data #54

Specifically because we are using apply_tfrmt to obtain the .col_plan_vars attribute. Error occurs when there is a frmt_combine in the body_plan that contains references to params that are not found in the data.

determined this is a tfrmt issue so not doing.
