Use the same mechanisms as in https://github.com/GSMA-CPAS/BWRP-chaincode/pull/14 for building & deploying docker images via github actions once this account supports this feature.

As it turns out it is very easy to automate i just went ahead and created a PR for this. For now its only for the blockchain-adapter image. See https://github.com/GSMA-CPAS/BWRP-blockchain-adapter/pull/13
