Include NUTS geometries #12

PMD has a map picker and can use geographic boundaries encoded alongside SKOS concepts to display a map-based view of a concept hierarchy.

Add geometries for the NUTS concept schemes, e.g. using https://github.com/eurostat/Nuts2json

We've also got this on our radar - we'd need both boundaries (Swirrl/cogs-issues#242) and levels (Swirrl/cogs-issues#229).
