Eventually we want chart builder to be a regular NPM dependency that projects can import and use directly.

To do this we need a webpack process that exports the useful components and includes the CSS.

[x] Create a webpack config
[x] Decide which components need to be exported
[x] Ensure correct dependencies for each build
[x] CSS is included in the bundle so 3rd parties can use it
