Teaser tile spark line and stacked horizontal bar visualisations #251

Create re-usable components to render spark line and horizontal bar chart visualisations for CCv2. These components can be inserted into the teaser tile component and populated with data via their interface.

Suggest that we extract these data visualisation elements and the associated overview tiles out from the volto-climatechange-elements add-on to a more generic reusable component suite for DD-CMS - tentative issue #275 added to product backlog

Updated points estimate to cover time spent on Volto dependency issues with d3 and react-hook/resize-observer, and also covering edge cases with responsive svg width of the spark line vis.
