Footnote styling issues #679

Climate and weather dashboard, Adaptation and Emissions dashboard footnotes have some text styling mismatches. Numbers are larger than the text.

Fix in this space would be to determine whether there's value in users being able to style these themselves, and if not ignore all user provided styling in favor of fixed rendering
