To create a new "test" CMS instance that can be used to:

build IDS-D content
explore and understand new features
facilitate User Research of the CMS
So we don't keep on relying on Climate Change or VAGW portals to understand impact of new features.

Question for @eldeal can we just re-purpose DCMS instance for ourselves?

It'd get well messy if we tried. It's honestly less work/more known to just create a new one. If we don't need DCMS we can turn it off, but it's not easier to rename a thing.
