The publisher but that has a value of https://www.gov.uk/government/organisations/international-trade-in-services-by-subnational-areas-of-the-uk-2018 which would appear to be a mistake.

The codelists aren't configured properly (note the "SIC Section" one that is present doesn't seem to cover all the codes being used). Sorry if this is implicit from the uncompleted items in the checklist - I'm not sure how to interpret that.
