Stage 2 alignment completed and codelists created and added to a codelists folder. Used a markdown file for Stage 2 spec

Stage two transform now completed and matching updated version/spec 2. Although when generating the tig file is failing due to scraper issue.

Looks like several new clinical commissioning groups have been created in April 2020. They do not appear to have a matching geography code! but they do have the NHS code. Looks like we might have to split up the dataset in to 2 and use the CCG code for one and the LA code for the other. will have to create an NHS code codelist. Will only be able to publish one, CCG i think. Also, pathified the publisher info.json to get the trig file working

i have a created the ccg-code.csv and json files Column name will have to be changed to CCG Code

Just remembered, URL is hard coded with a date

Data marker needs to be an attribute in the info.json file.
