BA Data Spec Review 10/6/2020

"Average Response" should be "Survey Response", or just "Response"
Measure Type should be Responses, not Percentage

@RedWalters Think you said you had been looking at WG scrapers? if so could have a look at getting this to work please. It needs a bit of rejigging so i only need you to get the scraper working.

Updated pipeline Reformatted dates as not all periods were 3 days and some are over 2 months leading to wrong dates Changed 'Average Response' dimension to 'Public Response' after BAs went back to producer to ask what this column means. Added to metadata description
