Food, feed and drink codelist and correspondence tables #139

UR interview P21 highlighted that DEFRA have their own interpretation of the standard product code systems.

We could load this as a codelist, and provide correspondence tables to get from HS/SITC/CN to FFD. Indeed it would be useful to provide a correspondence table between HS/SITC/CN anyway.

We can use these tables to demonstrate the potential for reinterpreting datasets - i.e. a virtual release of a dataset under a different codelist.

If we're happy to consider this a demo, and work with XKOS before reaching a conclusion on the architecture for codelist-harmonisation (e.g. as part of the spike Swirrl/cogs-issues#293), then we need a new pipeline for FFD with a transformation to get it into a tabular form and a csvw annotation to create the associations. There's an example here to get us started.

Once that's loaded we can create some new issues for demonstrating the potential (e.g. re-interpretation of an existing dataset or an observation-lookup for defra that uses FFD instead of CN). As ever, these should be relatively easy once the right data is in place!
