Initial docker-compose JupyterHub #1

Create initial setup/repo using docker-compose to run up services for basic JupyterHub with authentication from e.g. GitHub.

I've used this and the GitHub authenticator to run up a default JupyterHub instance at https://jupyter.floop.org.uk.
