Currently using jupyter/scipy-notebook as the default container for each user's notebook server.

The docs at https://opendreamkit.org/2018/10/17/jupyterhub-docker/ suggest that we just need a container with the jupyterhub python package.

cloudfluff/databaker already has everything else, but may need extending with jupyterhub

Added build instructions for a container derived from cloudfluff/databaker to bring in the project packages we use.
