Rationalise Ref Common and Family Level Ref Metadata #8

There is a lot of metadata in ref_common which is duplicated in the family repositories. This has become an issue now that we've imported the trade family codelists from PMD3.

We need to go through and decide where these codelists, measures, attributes and dimensions should live - ref common or family-trade?

e.g.

There is a flow dimension and flow concept scheme in both the family-trade and ref_common.

Task would be to identify potential duplicates, present these to the group and agree actions to take forward.

One thing we've talked about is to annotate the dimensions (in RDF) with their secondary role (family dimension, local dimension, common dimension, etc.).

The dimensions report could then highlight the tier that the dimension belongs to.
