Update setup.cfg with latest packages #168

The setup.cfg needs updating:

Change python_requires – suggest <3.12 as 3.11 newest available version on DGX
mlflow==2.10.0 – could this possible be even newer? I'm unsure what dictates the exact version here in MLOps workflow.

The _version.py number is outdated (0.10.0) – I think this should be tied to the Release version? i.e. currently 0.9.20?
