Set up AWS deployment using GH Actions #93

Update of #3

Heroku is not optimal for online deployment for various reasons, especially as they've recently announced charging for various aspects which used to be free.

I've successfully deployed to AWS using Lightsail and manual installation of the various components for hazen-web-app.

This issue is for setting up installation via GH Actions for automatic deployment to Lightsail (or EC2, or other).

Given the delays in getting an AWS account, we intend to deploy on a local GSTT machine for initial testing by the physicists, so going to de-prioritise this ticket for now.
