Background

As mentioned in CSC-QMS/456,

There is a need for implementing a Pull Request (PR) template that incorporates clinical risk management review checklist.

Actions

Create a .github/PULL_REQUEST_TEMPLATE.md file containing:

A section on Clinical Risk Management Review, including any changes or additional risks induced by the new feature, similarly to the retrospective clinical management review performed for EndominerAI PRs
