PR Description

This PR introduces a PR template including a Clinical Risk Management section. The Clinical Risk Management section can be deleted for projects that are not medical devices.

Impact

This template will automatically appear in all new PRs created in this repository as well as in the new projects using this template.

@AnilMistry your feedback and any potential addition would be much appreciated.

@AnilMistry do you have time to look at this? I think this would be quite good addition.
