FIB agents don't have voice lines #22

The reason why they don't have voice lines in the game is because they're just not activated in the peds.dat file.

The solution is pretty easy, just about replacing the "VOICE_PLY_CR" line in M_Y_FBI's section with "M_Y_FIB".
