Fixed Waiver Modal for no waiver exists

Shows a confirmation page with no waiver if organization did not provide one

issues:

When registration is cancelled it sometimes keeps the "I have read this waiver" checkbox selected.
Adding a minor and removing them still brings up the minor waiver
