What does this PR change and why?

This PR will add the html template for the email sent to volunteers who have requested to foster a dog.

Testing

Figured out how to send the email to myself using the html file. Looks good in gmail, in outlook the table font gets smaller to fit the screen while text not in tables does not shrink and for some reason the Roboto font doesn't work in outlook. I can forward the gmail email to whoever wants to see it

Awesome! Thanks for the great work and so sorry for the delay in the PR review. Couple of things:

• not sure why it renders this way, but can we make sure the boxes and text are all aligned left to each other:

  

• can there be some greater spacing between each row, just a little bit more

• can all the content in the rows be aligned top, for example,

  

  Here, "Australian Sheperd" will be at the top of the box. This makes it easier to read across.
