[FE] Image Upload Component

Description

Users want to be able to upload an image to a Dog's profile page.

• Create an upload image component and integrate it into the New Dog and Edit Dog forms.
• The Figma designs for this component can be found here
• Ensure that only 1 image file can be uploaded jpg, png, jpeg
• Work with #107 to figure out how the image should be sent to the backend (form-data, encoded, etc)
• Show a preview of the uploaded image
• Allow the user to replace and clear an image they have uploaded
• The default image should look like this in the request body ({ image: ""})

Acceptance Criteria

• [ ]  Proper error handling
• [ ]  Implements Figma designs
• [ ]  Proper JS doc comments above functions
