Description

Edit, delete, and new dog button is not enabled for correct user types.

Managers, admin, and associated instructor/caregivers should be able to edit dogs.
Managers, admin create and delete dogs.
Edit and delete should propagate to the database.
- DELETE /api/dogs/:id
Volunteer/recipients should not see the edit/delete button.
Instructor/Caregivers should not be able to see new dog button.
