Netlfiy Logo and Tooltip for Login and Sign Up Page

Issue Number(s): #191

Added tooltip with information about the website on Login and Sign Up page along with Netlify logo that links to their website in a new page. Also implement green wave resigns on Login and Sign Up page including for mobile. Note that the mobile vs desktop wave designs only change on reload, so if the screen size changes from small to large or vice versa the waves will not change until the page is reloaded.

Looks great! The only fix needed is the green waves on mobile which you've already mentioned.
