Music plays often in minecraft. It is turned on in my settings :

The Reality

Music almost doesn't play.

I thought it was made rarer or something. But then I went into the Nether and there was ambience music playing; and right after I joined Overworld I got a music.

I think there might be a bug with how music plays.

I think the Nether to Overworld change did something to make it play again.

Because before I was all like "huh where is the music" ; "but I remember it was still playing once some long time ago". It's not my first trip to the Nether; mb that was another time that I remembered it playing.
