Your Proposal

Reduce the rate at which villagers offer the adventure backpack + 10 emralds -> villager backpack trade, or force them to a specific type of villager.

Your Goal

This trade very often eats up trades for vanilla villagers (librarian, blacksmith, priest, etc), and is not confined to a specific villager type but to all vanilla villager types, making it much more prevalent. It is also the most costly trade, as it requires making an entire adventure backpack to unlock new trades with the villager, or just discard it for breeding/duplication.

Your Vision

It would make villager farming a lot less painful, especially for skyblock which relies on it.
