I created brownstone using the LV Fluid Solidifier, Tin and Gravel. I smelted the brownstone and chiseled it into the brownstone road. I also made every possible variation of brownstone in the game with the expectation that it would increase my run speed when moving on it as it had in version 2.4.0 of the modpack. I also made some concrete blocks as a test as well.
The Reality
No variation of brownstone in the game gave me any kind of speed boost. I tested it against walking and running on grass, there was not even the slightest increase. walking/running on Concrete did increase my speed noticeably.
Your Proposal
That brownstone be fixed to provide the runspeed increase advertised, or the item tooltip be changed to avoid any confusion. I only have minor experience coding, but my best guess is that it might be related to some of the recent changes surrounding the boots of the traveler.
