Tinker's Construct tool made with steeleaf shows the Synergy trait, which should repair the tool while steeleaf is in the hotbar.
Attempted with a tool made entirely of steeleaf that showed Tinker's Construct as the source and displayed the Synergy trait on each item, as well as a tool made from steeleaf that showed Tinker's Gregworks which did not show the trait. Twilight Forest steeleaf and steeleaf blocks, as well as Gregtech steeleaf blocks held in the item bar.
The Reality
No tool durability for either tool changed for a period of 2+ hours.

Durability of a tool should be repaired depending on the quantity of steeleaf or steeleaf blocks held in the hotbar without consuming any steeleaf, based on the twilightmaterials.xml
"It seems that steeleaves possess another curious trait.
When torn apart, a steeleaf displays a weak ability to regenerate, which becomes stronger depending on amount of intact steeleaves nearby.
I can't determine the reason of such behavior for sure, but it reminds me of regenerating moss I studied before.
By putting a toolpart made out of torn steeleaves into my tool, I can endue it with ability to regenerate.
