For poison, maybe... but for wither, being unable to see how much health you have is an intended core part of the debuff and forces you to fight around that. Maybe there could be some equipment that eases this / provides 'digital' health info (esp. since imo it can get somewhat hard to track how many hearts you have just based on the color when you have a lot of health bars later), but I don't think it should simply be a toggle. Although if you really want it, you can probably achieve it by editing the IngameInfoXML config
how much you have in total you can already read in one of the extra inventory screens.
but please lets not make the main minecraft interface ugly with numbers.
I like this idea as an option. I don't think it would be ugly.
what about a baubles accessory that replaces hearts with a progressive bar ? kinda like image below, except actually done well and not hand drawn in 2min

I think it would be a very nice quality of life to add a number besides your hearts to indicate the total number of heart rows you currently have.
Your Goal
It can be difficult to see your total hearts when either withered or poisoned, which can be a problem when fighting large groups of mobs. For me personally I like to use a lifesteal sword whenever I get low on health, but because I can't tell how much health I have when withered or poisoned I have to guess when to use it.
Your Vision
I think that if this were a toggle-able feature (whether enabled or disabled by default) it would only be a positive for GTNH. Although developer's intent is more important in some circumstances, customizability is one of minecraft's core appeals and one of many reasons why I love it so much. Although its a very small feature, for me it would make a big difference.
