DTPF convergence does not reapply after loss of efficiency below 50%

dtpf uses convergence running for 8 hours after it lost its efficiency (it had convergence active before then)

dtpf was running assuming it didnt have the matrix and did not use convergence

test the issue in 2.7.0 beta 3. It seems that when the dtpf loses the 50% efficiency the convergence status still says active.
