The Fluid Pattern Terminal in the Universal Wireless Terminal shouldn't be bugged.
The Reality
You can multiply pattern input + output in the terminal UI. If you close the wireless terminal it resets input and output values to the basic nei recipe.
For both the wireless "fluid pattern terminal" and the "fluid processing pattern terminal" the fluid packets don't get reset at all, so you end up with pattern than have way too much fluid in them compared to items.

Your Proposal
The fluid pattern terminals should also reset the fluid packet values when you close the ui.
Alternatively: the non-wireless terminals don't reset their values at all when closing the ui. Maybe the wireless variants can work like that too?
